Endstate worked with Patrick Defence Logistics in the initial establishment and subsequent development of the AFP and ADF Bases in Timor Leste.

The assignment included base master-planning, design and construction project management of Working and Living accommodation, a Surgical Hospital, Helicopter Landing Pads, maintenance and refuelling facilities, logistics storage and management facilities, power, water, drainage and sanitation infrastructure in a United Nations led environment.
